8. Copies were supplied two days afterwards; but, as is elsewhere shown that Briarly was aware of the regulations in question before he was sworn in as a permanent member, this is of no consequence.
7.-That the said George Briarly was, upon the 12th day of March, duly sworn in as a member of the Police Force of Hong-kong, and accepted the oath, on the faith of the aforesaid representation of the said Charles Vandeleur Creagh, Esq., and forthwith entered upon the performance of his duties.
8.That at the time of swearing-in no copies of regulations were supplied to the said George Briarly or any of his comrades.
9. That, on the 14th day of March, the Captain Superintendent of Police summoned before him the newly enrolled men, and explained to them the rules they were expected to observe,

That, on the 16th day of March, a printed copy of the Regulations, which the said Captain Superintendent had affected to explain, was given to each of the newly-enrolled men, from which they learned, for the first time, of the existence of a rule requiring them to submit monthly to a disgusting and degrading personal inspection:
1992 The Rule in question which has been in force is as follows:
2-He shall be examined monthly by the Colonial Surgeon for the purpose of ascertaining if he be infected with Venereal or other disease, and notwithstanding these examinations, it is ordered that every member of the Force when becoming so infected, shall apply at once to the Colonial Surgeon for medical aid. Should he be ascertained to be infected at the monthly Examination, the whole of his pay will be stopped whilst he is in Hospital; but if he voluntarily reports himself, only the usual stoppage of pay for treatment will be incurred.
This rule spread out and commented on on the 14th March, it is therefore not true that the men were unacquainted with it until the 16th.
I further told the men that if they wished to say anything, or had any complaint to make, I should be happy to hear them in my Office. No complaint was made about anything said until later.
